The project offers open views of fields, mountains, and the Sea of Galilee. It is centrally located within the newly planned HaMoshava neighborhood — a vibrant area populated by young families, adjacent to Poriya Hospital, future train station, and advanced infrastructure.
Highland is the flagship project of Taliss and reflects a perfect combination of contemporary architectural design and a rare geographic setting.
It offers expansive views of nature — fields, mountains, and Lake Kinneret — all in a strategic location within a young, fast-growing neighborhood.
The project offers both subsidized and market-rate housing, providing opportunities for young couples, upgraders, and investors alike.
Some apartments face directly toward the Sea of Galilee and include large balconies and thoughtfully designed interiors.
Every unit was meticulously planned — both functionally and from an engineering perspective — with special attention to usability, flexibility, and comfort.
The unit mix was developed to meet a growing need for larger apartments with flexible layouts and additional half-rooms, offering a real alternative to existing supply.

In Q4 2024, while planning was still in progress, the team decided not to wait for full marketing readiness. Instead, we launched a soft-sale campaign with basic materials. This move proved successful: we hit our presale goals even before an official launch — despite challenging market conditions in northern Israel. Simultaneously, we finalized eligibility and began sales under the government’s affordable housing program, selling most units in the first round.
HaMoshava in Tiberias is a perfect example of a new neighborhood designed to become the future of the city. While administratively connected to the city, its day-to-day life will be centered within the neighborhood itself. This understanding led us to craft a brand identity that reflects a distinct character — offering premium housing solutions aimed at young couples, families looking to upgrade, and savvy investors who recognize the area’s long-term potential.
The Highland project is marketed jointly with Ambassador Israel, the longest-standing marketing agency in Israel’s real estate sector. Taliss brought the project forward after extensive research revealed strong future competition in the same planning zone. Although immediate demand in the area was low at the time, Taliss identified an opportunity to create an edge through smart planning and strategic product design. The project’s apartment layouts, luxurious shared spaces, and engineering efficiency allowed for a significantly differentiated offering compared to other developments in the area.
